The Capture Engineer will play a dual role bridging sales solutions engineering with strategic proposal writing. This role will focus on analyzing, crafting, and managing detailed proposals for government solicitations, ensuring alignment between Mark43's technological capabilities and the client's requirements in the public safety sector. The position requires a blend of technical expertise in public safety technology, strategic acumen, and an excellent grasp of proposal drafting. You will need a deep understanding of the technical requirements that will ensure the success of our product deployments to public safety agencies. This is a fully remote position with a 0-10% travel expectation.

Primary Responsibilities:

Proposal Engineering: You will respond, create, and maintain documentation for project bids, including technical requirements, professional services estimates, estimated timelines, and potential risks. You will review requests for proposals (RFPs) to analyze the company’s requirements and support determination if the customer is a good fit.

  • Identify customer needs and work with Solutions Engineers and Regional Practice Leads to develop solutions that meet their requirements.
  • Analyze client requirements in government solicitations, RFPs, and RFIs to determine if a potential customer is a good fit for Mark43.
  • Lead the creation of precise and compelling proposals. Develop technical narratives, diagrams, requirements traceability matrices, and align technical objectives with cost estimates.
  • Ensure proposed solutions are technologically feasible and optimally meet client needs. Advise on customization and integration of software solutions.
  • Own the end-to-end technical aspects of the proposal response process. Coordinate with different stakeholders to align our technical solutions with requirements, ensuring comprehensive and coherent proposal submissions.
  • Act as a key link between product management, professional services, field sales teams, and the proposal team, translating complex technical details into clear, persuasive language.
  • Work with Solutions Engineers to design and deliver effective demonstrations of proposed solutions, adjusting for virtual or limited travel engagements as necessary.
  • Conduct post-submission reviews to gather insights and continuously refine the proposal process. Log product gaps and own field-to-product feedback loop from proposal Go-to-Market

Secondary Responsibilities:

  • Solutions Engineering: Maintain Mark43 technical grid / compliance template across all products and disciplines. Periodic possible conference and shortlist demonstration travel.
  • Implementation Engineering: You will be responsible for SCOPING Mark43 technologies with enterprise systems. You will work with a variety of clients, from small agencies to large police departments.

What You Will Need:

To be successful in this role, you should have:

  • A bachelor's degree in computer science, software engineering or related engineering fields is preferred but not required
  • Minimum of 5 years in public safety, law enforcement, or emergency management.
  • Minimum of 3 years in a technical sales or field engineering role.
  • At least 2 years in roles related to government contracts and proposal development.
  • Experience in IT and cloud infrastructure.
  • Strong understanding of public safety software solutions, cloud technologies, and cybersecurity best practices. Ability to “work smart” through expert office tool use and automation of repetitive tasks.
  • Exceptional written and verbal communication skills, with the ability to explain technical details and value propositions to non-technical stakeholders.
  • Familiarity with security standards and compliance requirements relevant to public safety and government software systems, such as CJIS security policy in the U.S.
  • Able to not only respond to the explicit needs laid out in solicitations but also anticipate and address underlying client needs and potential objections.
  • Strong capability in analyzing RFPs and other solicitation documents to understand client needs and requirements precisely.
  • Experience with software engineering, customer experience, and design architecture.
  • Advanced understanding of business analysis techniques and processes.
  • Project development and leadership skills are preferred.
  • Public Safety or Defense experience are preferred.
